In her role, Jill is responsible for leading the JFSC in its day-to-day operations as both regulator and registry, and ensuring the organisation delivers its strategic priorities. Jill was the Executive Director of Supervision of the JFSC between May 2016 and September 2021. In this role, she was responsible for overseeing the regulation of Jersey’s financial services industry and the supervision of other sectors for anti-money laundering and terrorist financing. Jill initially worked in the JFSC Supervision team from 2002 to 2004. Jill has over 25 years’ experience in the financial services industry in the UK, Jersey and Asia, having specialised in compliance and operational risk management for global banking organisations. Jill is passionate about learning and development and mentors a number of talented women to support them in fulfilling their potential. Jill holds a BA (Hons) in Financial Services.

KATE LASHLEY focuses her practice on derivatives regulation, transactions and compliance matters, and is a member of Sidley’s OTC Derivatives and FinTech and Blockchain groups. Kate advises a wide range of clients, including buy-side, sell-side and market intermediaries, in all aspects of their derivatives trading, structuring, documentation and regulation. She has extensive experience advising both regulated entities and end users (financial and non-financial) on regulatory and compliance issues under the Commodity Exchange Act, the Dodd-Frank Act and the Securities Exchange Act of 1934. Kate also advises clients on a range of matters related to blockchain and digital assets, including regulation and compliance, trading and investment in digital assets, and tokenization. Kate has been recognized as a “Rising Star” by Law360 for her work in the derivatives compliance area and was named as an “On the Rise” honoree as a part of the 2024 Florida Legal Awards.

Dilmun Leach is a partner in Walkers’ Investment Funds & Corporate practice in Jersey and heads the firm’s Jersey Fintech team. He is a leading Jersey lawyer advising on corporate, funds and fintech matters, with particular expertise in digital assets. Dilmun is Vice Chair of the Jersey Funds Association and a founding Co-Chair of the Jersey Digital Assets Working Group. He has advised on Jersey’s first tokenisation platform and played a key role in developing Jersey’s tokenisation and ICO guidance. Dilmun is widely recognised by Chambers, Legal 500 and IFLR1000.
