Elliot re-joined Jersey Finance in November 2018 from Crestbridge where he managed their Management Company Services Group.

Elliot’s role is to help define Jersey’s product offering for funds as well as to oversee the strategy and execution of marketing Jersey as both a domicile and destination for Alternative Investment Managers and their funds.

Peggy GielenSenior Legal and Technical Manager, Jersey Finance

Profile

Peggy Gielen joined Jersey Finance in September 2005 as Legal and Technical Manager.

Peggy is originally from Belgium, where she obtained a Masters in Economics at Antwerp University before working as a manager in the Foreign Trade and Credit functions of KBC Bank and Royal Bank of Scotland. Prior to joining Jersey Finance, Peggy was working at the Belgian Embassy in London, where she was responsible for developing and supporting inward and outward investment opportunities for Flanders.

Joel HernandezFunds Practice Leader, Mourant

Joel is the Practice Leader of Mourant's Funds team in Jersey. Joel has worked in the funds and trust industry for over 20 years. Joel's practice focuses on private equity, real estate and venture capital funds. Joel regularly advises global fund promoters and international service providers with a particular focus on overseas pension and sovereign fund investors investing into Europe. Prior to joining Mourant Ozannes, Joel was a senior lawyer at Australia's largest investment fund manager. Joel is also the Chair of the Jersey Funds Association (JFA) which is the industry association that represents Jersey's funds industry.

Alan AinsworthExecutive Director of Policy, Innovation and Marketing and Communications at the Jersey Financial Services Commission

Alan is the Executive Director of Policy, Innovation and Marketing and Communications at the Jersey Financial Services Commission. Alan has over 30 years experience in banking, payments and FinTech, until recently leading strategy and policy at the UK’s Open Banking Implementation Entity, working closely with policymakers, regulators, banks and FinTechs to develop an open banking ecosystem that delivers for consumers and small businesses. Prior to this, Alan spent over 20 years at Barclays, leading Government Relations and Public Policy for its retail and Barclaycard businesses. Alan has also been a member of the Bank of England’s CBDC Technology Forum, and the UK’s Smart Data Council.

Julie KeirAssociate Director of Financial Services, Government of Jersey

Julie was appointed as Associate Director of Financial Services in April 2021, having previously worked for a number of years for a leading offshore law firm in Jersey and a global law firm in the UK. Julie was admitted as a Solicitor in England and Wales in 2006. Julie has broad experience of the policy and legislative agenda relevant to the financial services sector with a particular focus on funds, fintech and consumer protections.
